For those states with "difficult" (or no) arms, you might consder the versions displayed in the cathedral in Aberdeen (on HSS forum). e.g. California, based on the Bear flag—if as some scholars claim, heraldry began with flags &only later morphed tp shields, why not consider a useful state flag over a really poor seal?
By the way—when did New Jersey become the Keystone State? —I thought that was/is Pennsylvania.

I’m not planning to do all the states anyway, just those with passable arms.
