Everything is eligible, if heraldry is a significant element of the thesis. The fields listed seemed the most likely to have students who might be interested.
Communications studies involves, among other things, semiotics, the study of signs and how meaning is imputed to them. Heraldry as a highly elaborated system of symbols would seem to be a very appropriate subject for a communications studies grad student.
