There’s an interesting bordure used on a President’s flag here, and I’m wondering how it might be blazoned.

This is quite common in former Austro-Hungarian territories such as the Czech Republic and Hungary. The technical term, apparently, is ‘flammulets’ : http://www.crwflags.com/fotw/flags/vxt-dvf5.html#flammulets .

The said flag was used by the President of the Protectorate of Bohemia and Moravia, 1939-1945.
Today, a similar flag is used by the President of the Czech Republic, with the modern coat of arms.

Another example of these "flames" this time Red-White of Austria in the Standard of members of the Federal Government or of the Federal President of Austria.
The border "flames" also features on Czech Military Colours.
