I’ve gotten an email from the Heraldry Society of Louisiana (la Société Héraldique de la Louisiane) in regards to their private registration of arms.
They can draw up and send a registration document with your arms and post it to the HSL site. The normal fee is $100 for basic designs (crest, shield, helm, motto). There is an additional $50 fee for more complex designs (that include a badge or standard). There is a $50 design/research fee for new design assistance.

A bit pretentious from a certain angle of vision, but those Louisianans can be a bit flamboyant. At least they’re not in the fake titles and knighthoods racket.

If the art is even minimally worth a hoot, that’s not at all a bad deal. I wish them the very best of luck. I’d be interested in learning more of the backstory behind their formation.
It will be interesting to see how they evolve.
It will also be interesting to see some American heraldry with French rather than English influences and customs.

Louisianans are also unique in the United States as they live in a civil law system while the rest of the country uses a common law system. I don’t know what-if-any effect this would have on the law of arms in the Bayou State.
England and Scotland also differ in the law systems as well - with Scotland using civil law, and England common law.
Personally, I would temper any expectations that this group (if it is in fact more than one person) will do anything particularly French, Spanish, or even Louisianian. A soi-disant "Orleans Herald" does not lead me to anticipate emulation of heraldic systems where the senior officials are called "chroniclers" (cronistas) or judges (juges) of arms.
