Correct me if I’m wrong, but are these national arms actually placing former external supporters on the shield now?  Or am I missing something?

Not a blazon, but a description at www.fotw.net/flags/md.html.

I would say based on the description that it would be "Per fess Gules and Azure an ox head caboshed between in chief point a star of eight points and in base a rose and a decrescent bendwise all Or."  I think the little lozenges in fess are actually the ox’s ears.
