I had heard a slightly different version. As I mentioned in a piece published in The Gonfanon: Newsletter of the Royal Heraldry Society of Canada (Spring, 2006) p. 16, the late Anthony W.C. Phelps, who did the art work for the re-designed arms for Cardinal McCarrick, advised me that the gold and silver cross botony, which reflects the cross botony in the Crossland quarter of the arms of Maryland and Lord Baltimore, was substituted to evidence more clearly the Maryland origins of the Archdiocese which includes southern Maryland and Saint Mary’s City, which was the first settlement in Maryland. The District of Columbia was ceded to the United States by the State of Maryland. The cross botony is also used in the arms of the Archdiocese of Baltimore from which it was detached in 1939

Yes, it’s a rose, a symbol of Our Lady of Guadalupe.
