Why not just call that a pile enarched throughout issuant from dexter?

Never seen such a design in heraldry. To me it is a modern vexillogical design incorrectly placed on a shield rather than a legitimate heraldic design. If it were a heraldic design it would need to be uprighted but could then be used as a flag in the manner in which you have depicted it with the top of the shield in the hoist of the flag.

Someone is thinking a bit too much. Just call it a bad design and clean the slate.
