To judge from this rendition of the seal:

the field is per pale Gules and Azure and the chief is Or.  Perhaps the swords and demi-eagle are "proper".

From the description of the seal in the MOFWUS constitution as printed in the 1900 Register of the Military Order of Foreign Wars of the United States:

Quote:

... a shield per pale gules and azure, bearing four swords; two in bend, two in bend sinister, meeting at nombril point proper, upon a chief embattled or, an eagle issuant displayed sable; the shield surmounted as a crest by a mural circlet or, an arm in armor embowed, the hand holding four thunderbolts proper.

The hatching for proper should really be used more frequently as its abscence could clearly cause an individual to believe that the unhatched charges are argent.  Its non-use may stem from a lack of familiarity with the hatching, a dislike for its appearance, or the like, but more probably stems from an incorrect view that proper is not a tincture, or a similar view that charges have some inherent tinctures, or tinctures that more naturally attach to them than others.

Thanks Joe, it seems that Arthur was nearly right then. It is interesting that the Eagle is sable as one might guess that it should be a Bald Eagle.
