Do we see just a slight bit of cutting and pasting from the arms of the US Treasury Department?

Students at a private university.  I doubt they have any idea that "copying" in heraldry is bad taste.

On the other hand, the balance has long been a symbol of justice, worldwide, so it is perfectly understandable for members of a student society, in a country where heraldic aid is not as available as it might be in some other countries, to seek images of their ideas and use those images in their "final product".

 

It’s entirely possible that the standard for balances was set by the DOJ and their scales may be the best available.

 

And we should face it, "cutting and pasting" is commonplace, today, and will become even more common as computer quality improves over the coming ages.
