Does this agency still exist? I’ve noticed that its web site has not been available for some time.

The Bureau of Heraldry is still alive and kicking, but it doesn’t have its own website.  A couple of private individuals put up pages about the Bureau, so it may be one of those that you read.

If you’re wanting to contact the Bureau, there are contact details on the National Archives website

The Archives website also includes the blazons of arms and badges registered by the Bureau, and its predecessors, between 1935 and 2000/2001.
