I was a bit surprised that South Georgia and the Sandwich Islands didn’t have a flag until now. Haven’t they been British colonies for centuries?
Ah, the pretensions of the College of Arms. This flag has been in use since 2002, under the appropriate Ministry of Defence warrant. See http://www.fotw.net/flags/gs.html. (The Graham Bartram whose contribution is listed on the site is the keeper of official flag specifications for the British MOD, which has cognizance over such flags.) The College has the right to grant the arms on the flag. What the newsletter is saying, as I read it, is that the already existing flag has now been entered in the records of the College. Yawn.
