Nope, never heard of them before.  But given the "address" (Provo, Utah, but no street address or P.O. box) and the misspellings in the pages(e.g., "Pursuviant"), my initial guess would be a (or perhaps more than one) BYU college student who has learned a little about the field and sees it as a way of making an income.

Or maybe not BYU.  A "whois" lookup garnered the following with a Sunnyvale, California address:

Actually, this argument has been made before several years ago (maybe a decade) on the Rec.heraldry forum.  It was wrong then, it remains wrong now.
