But given the "address" (Provo, Utah, but no street address or P.O. box) and the misspellings in the pages(e.g., "Pursuviant"), my initial guess would be a (or perhaps more than one) BYU college student who has learned a little about the field and sees it as a way of making an income.

When you register a domain, you must provide your *real* contact information (violation of this rule can get your domain ownership yanked). Private domain registration services are for those individuals who wish to keep their contact information hidden from the hordes of spammers and other criminals online.
One of the things you notice when performing a "whois" on a domain with this service is that the contact information is for the company providing the service rather than the actual owner.
All the domains I own use a private registration service.

Actually, this argument has been made before several years ago (maybe a decade) on the Rec.heraldry forum. It was wrong then, it remains wrong now.
