A cleaner blazon for the field would be "Per pale Argent and Azure s chief counterchanged, [charge(s)] over all."
Yes indeed, but these official descripitons (they are not strictly blazons) tends to be a bit cumbersome as they where, I guess, written to be understod by those who have no knowledge of Heraldry.
