On the site of the AFOWC http://www.afowc.com/our-history/ You can see their rather nice Coat of Arms with explaination. Unfortunately they dosn’t seem to have included a Blazon. Place not that you have to scroll downwards to see the Arms.

This would be specific to the Officers’ Wives’ Club of Washington, D.C. Every USAF base has such a club.
I would say "Azure a distaff Or dressed Argent between two wings conjoined and displayed and on a chief dancetty Argent three escallops Gules." There may be a more elegant way of putting that.
Well you migth be rigth there Joseph, I thougth it was the Arms of some sort of central USAF-wide organization.
