I’m not able to describe this star in correct terms of Anglo-French blasonry, sorry (and I’m not sure somebody here needs it Russian blazon - though I’ll be happy to provide it to everyone who is interested in it).

It’s not necessary to be an "official" blazon. I am more interested on the meaning of the description.
