He is refered to as the "late" Leslie Pine in some articles.  See, for example, http://www.baronage.co.uk/nl/nl-01-08.htm.  He was a former editor of Burke’s Peerage etc. .... Perhaps the current editor of Burke’s might know more.

Thank you for your help.  The Weikipedia!  Its so obvious. Mr. Pine made mention of President Nixon’s Arms, but does not describe it.  Guess I won’t write him for information!
