The CoA are based on a earlier emblem created in the 1960ies for the School of Nossebro. The administrative site of the Municipality is in Nossebro, and I guess the Bridge are chanting as Bro = Bridge in Swedish.

Might you tell me how to navigate this so as to find blazons and emblazonments?  I’d be much obliged.

Try http://www.ra.se/ra/heraldik/heraldik-nyavapen2006.html.  It has links to the new official (public bodies) arms approved year by year since 2001—blazons in Swedish and nice images.
