Normally I would just blazon them without mentioning the number. The difficulty is when a large number is an important aspect of the design.

Ideally, what you say is true only of the field—there are some old, not-very-good renderings of France ancient which do not fulfill this requirement, but these are not best-practice.  However, semy is almost invariably interpreted differently on a bordure than on any other charge—see the Earl of Cornwall (http://perso.numericable.fr/briantimms1/rolls/charlesF01.htm); it’s always or almost always shown this way.

Semy is too mean strewn with innumerable charges.  It has become common practice to make them equi spaced over the years and to place them diagonally rather than in straight columns and rows.  However, it would not be incorrect to place that charges wholly and randomly throughout the field.  This has become frowned upon because it would be hard to understand whether it is semy or of a certain number of charges being represented.

With bordures, semy of a charge has been shown with the charges lining within the bordure comfortably and none being cut off at the edge, as this would be hard to distinguish what charge is displayed within the small space of a bordure if each is cut off at the edge.

 

Even so, the idea that stars numbering in the thirties should cease being blazoned and referred to as semy, the United States is a good example of great numbers continuing to be used.  Upon the national flag and banner of the president, the number of stars is specifically set to the number of states within the union.  Yes, semy could work and custom could make the semy come to the number of states just as easily, yet the United States has always been adamant about representing each state specifically within the blazon by one star.

 

I think the opposition expressed to such high number specific balzons as opposed to semy allows these arms to be duplicated but with 33 stars, 35 stars, 36 stars and so on with the defense of "but it is not the same."  The idea of easily recognizable arms would loose effect if the same blazon but one more or less star could be legally adopted.
