The Arms of the Charles City County, VA.

The Laurel Wreaths represent the two US presidents born in the county William Henry Harrison and John Tyler. The Golden Cross on black represents Rev. Lott Cary the first American Missionary to Africa and a Founding Father of Liberia. He was born a Slave in Charles City. The Green border with eight Stars symbolises Charles City of one of the original eight Shires [of Virgina I guess]. The winged torch in the Crest stands for the free Public Schools started in 1870. The Maize (Corn) symbolises an indigenious Food source important to the Native residents and European Immigrants. The two Turkeys symbolises a Fowl that was a source of Flesh, Bones and Feathers to the Native residents.

The arms were devised for Charles City County by the College of Arms in 1975.  I just drove through part of the county last week, and the badge appears on the welcome signs at the county line.

As for "original eight shires," yes, shires of Virginia, now counties:  Accomac (now Accomack), Charles City, Charles River (now York), Elizabeth City (now the City of Hampton), Henrico, James City, Warwick River (now the City of Newport News), and Warrosquyoake (now Isle of Wight).

The City of Hampton also has arms devised by the College of Arms, in this case in 1960:  Argent a cross gules between four crestice buffalos Proper chained Or, on a chief Azure three fleurs-de-lis of the third.  Crest, A Chesapeake Bay crab holding in his claws a Project Mercury space capsule all Proper.  Supporters, Dexter, the figure of Pochin, chief of the Kecoughtan tribe of Algonquin Indians at the time of settlement in 1610; Sinister, a halberdier of the reign of King James I.  Motto:  E praeteritis future (From the past, the future).

These arms are nice, especially given the fact that they included so much in the design and yet managed to make the achievement not seem too busy. You have a torch with wings, corn stalks, turkeys, wreaths, stars, etc etc.
