One possible (and I think permissible) use of the beautiful chiefly standard you made—assuming space permits—would be to hang it as a display on a wall or the side(s) of a clan tent, etc, CLEARLY LABELED as "the Standard of the Chief of the Clan X, which would only be flown from a flagstaff if the Chief were actually present at the Games, to mark his HQ for the occasion; or otherwise only as specifically authorized by the Chief."
As to the other suggestions—the use of the national flags of e.g. the US & Scotland as part of an association standard doesn’t appeal to me—not because it might (or might not) be legal or "proper" but because it wouldn’t be distinctive of that clan or association.
I like your idea Mike, and I may see if the higher ups will allow it to happen. It would be a shame if they didn’t even allow it to be seen.
