Cronista literally means a chronicler and by extension a recorder or historian. The Royal Spanish Association of Official Chroniclers is a professional society of official local (municipal, etc.) historians.
The heraldry-specific term is cronista de armas, which is probably best understood as one who maintains records of arms, although it’s always translated as "chronicler."
Agreed. The Association deals with local historians. There is some overlap with municipal heraldry, but I note the absence of the Cronista of (Municipal) Arms of Castile & Leon.
