By coincidence, I was thinking last night that the Council of State’s attitude toward the scope of royal powers may be a natural reaction for post-Franco Spaniards.  New constitutions are normally written to correct abuses and dysfunctions in the previous order of things, and it is understandable to me that, three years after the death of a head of state whose implied powers were apparently unlimited, the new constitution would ensure that the powers of the previous dictator’s chosen successor were very narrowly defined, and very carefully circumscribed in their application.
