Hello,
I was wondering if anyone could lend me assistance in finding a member of the forums that could create my assumed arms. I’d be willing to use Pay Pal, and would like to have both colored and black-and-white (hatched, maybe?). For now I’d only be looking for the shield itself, without crest/supporters/etc, and would require it to be "simple" as I’m having a custom stamp created based off the work.

What precisely do you need?
Do you already have a design in mind, so you just need a stamp-sized version? That shouldn’t be too hard to get on these forums. Post a blazon and somebody might do it for free.
If you need a design the cheapest option is probably to become an official member for $20. That way you design assistance from the forumites in a special members-only section of the forum, and that usually involves the creation of quite a few mock-ups. This is also fastest.

While I’m awaiting approval I thought I’d just throw up my very first attempt at blazoning my current design:
Per fess a bendy of 3 and 2 or and argent in the chief, in the base 2 skulls argent at the dexter and sinister, a torch argent with a flame or overlapping an open book or in the middle base.

Is this sort of what you are thinking? The blazon is not very easy to follow.
