I am a chaplain for the fire service and the oak wreath usually shows civic service if I am not mistaken. The axe is called a pick headed axe used by the fire service and is the second most popular symbol of the fire service behind the helmet.
If your fire dept does any wildland firefighting’ just pray that it’s not poison oak!—climbing through it leads to much pain & the smoke is nearly toxic.
