Now, what would that look like?
I’m picturing a red field, a gold horizontal stripe across the middle twisted like a crest wreath - i.e. a gold rope - with 2 silver cups in chief & a 3rd silver cup in base.
Seems like a clean, simple design & likely unique because the few examples I’ve seen of a fess or bar wreathed have all been of two colors, like a crest wreath.
It would look a bit like this. Sorry for the crudeness, I’m not an artist… but I know my way around Serif DrawPlus and Armorial Gold.

I Agree with Michael, an Arms given to Carmichael of Scotland shows the heraldic precedent for the ordinary "wreathed", although of two colors. The single color would seem to make it, indeed, unique.

I would think you would emblazon it the same way as a crest wreath - but IMO either way would be heraldically the same arms i.e. not different enough to constitute two distinct designs..
As to superflous (sp?) - maybe, but that would be the challenge to the artist. If it was me, I’d in effect fimbrate the twists in the field color. Also IMO/FWIW it would work better with a fess wreathed than a bar wreathed - fatter "rope" with fewer twists and more room to visibly fimbrate each twist.
