I have a tendency to play around with parted fields and lines of partition. I find the example here to be rather handsome, but I am unsure as to the blazon. Would it be "Per Fess fir twigged Argent and Or per pale counterchanged, a chief and base Gules"?

I don’t see why not. The two metals are considered to be side by side and a fess, an ordinary, is different than the partition party per fess. I wonder if you could just say a fess per fir-twigged ... per pale ...
Counterchanged implies something lying on top of the field. I think better is simply Gules a Fess per fess fir-twigged and per pale Argent and Or.
not sure if it’s a technical violation of the tincture rule, but IMO the Argent and Or of the fess, especially with such an unusual and rather complicated partition line, lacks visual contrast. If the fess were e.g. per fir twig Or and Vert etc., there would be a much clearer contrast.
I don’t believe there would be a tincture violation between field and fess, either technically, since there is a commonly accepted exception to the tincture rule applying to such cases; or visually, given the straight line of partition.
I agree with Kenneth that this is not counterchanged, and with Mike that the silver and gold fess is not a good design in functional terms, even if it can be rationalized as not being a tincture violation.
The design would be better if it actually were counterchanged, maybe something like this:

There is no such thing as a visual violation of the rule of tincture as it is only a technical rule, and you’re right about the technical.

Daniel - maybe not a "visual violation" of the letter of the rule; but the rule (of convention) exists for a reason - better visual contrast. Some things that don’t violate the letter of the rule, with it’s many technical small-print exceptions, may still violate the spirit of the rule; so whether or not a technical violation, still bad heraldry.
