I believe these were the arms attributed by some western authors to the Ottoman Empire.  To my knowledge, they were never used in Turkey, but somehow they were propagated as arms of the Turkish or Ottoman Empire. They were Vert, a crescent Argent.

I believe Thrakia is probably the Ottoman province of Thrace.  No idea what Uriizisky would mean.
