Am I correct in thinking that the "crest" of Ogle here is a memento mori and not a true crest?

I think you are correct, in this case. However, I believe I have seen skulls in crests before

Ref no fs016, the tomb of Matthew Jefferson (d. 1687), shows arms that are the same (allowing for the unknown tinctures on the tombstone) as those used briefly by Thomas Jefferson on a seal in the 1780s and possibly for other purposes.  More to come when I get the article on Jefferson’s arms finished.
