I dug through some old research and found this.

Heraldry in Canada. Vol.XII, No. 3, September 1978, "Armigerous U.S. Presidents", Strome Galloway,  pg. 11.  "James Monroe, the fifth president of the U.S. was a proven cadet of Munro of Foulis, Chief of the Clan Munro in northern Scotland."    The CoA for Monro of Foulis is:"Or an eagles head rased gules.

Crest: An eagle with wings expanded.  Supporters: Eagles with wings expanded.

When I was at the library today, I looked for a James Madison CoA in Bloton’s American Armory and Crozier’s General Armory as well as his Virginia Heraldica.  Surprisingly, I found nothing.
