Since the decease of the last Cronista, has any procedure for registering arms in Spain arisen? If not, is any anticipated?

No, and no.

 

Not an official one, anyway.  Some Spanish heraldists maintain that arms can lawfully be assumed by unilateral execution of a notarial act, and several private organizations exist to assist people along that line.  But there’s no official procedure equivalent to the government-regulated and government-appointed chroniclers of arms.
