The Capital of Madagascar Antananarivo had arms created in 1950. The Zebu-head symbolises the Malagasy people and the Fleur-de-Lis the French. The Motto translates as "Thousand men will not die in one day".
I have no information on any arms for Addis Abeba the Capital of Ethiopia.
Cairo the Capital of Egypt doesn’t have arms as such, but the City has a flag:

The Arabic script on the chief says Madina(t) Bayrut, "City of Beirut."

Nairobi (Kenya). The Motto is: Consilio Fide Vigilantia.
The full arms of the City of Nairobi includes two Crested Cranes as supporters. The motto has also been changed into Swahili with roughtly the same meaning as the Latin One. Pictures sent to me by Sunil Saigal, who had taken the Photos on to spot.

The Second arms used during the Russian Empire. It denotes the joining of the Christian Nations of Russia and Georgia to overcome the Muslim Ottomans and Persians. The Lionheads is from the State emblem of Persia. The same arms but crowned with a Imperial Crown and surrounded by a Wreath of Oak, was used by the Governorate of Tiflis.

Approved on 22 October 1908, It is not know to me if it is used today. Apart from the external ornaments it is identical with the arms approved in 1890 for the Transcaspian Region.

I was expecting to see some horrid post-commie nastiness that attempted to be both modern and vaguely heraldic (as seems to be so fashionable in Canada, at least among the poorly-educated), but the proposed arms are actually excellent.
I’m not sure it makes much difference what I think of other people’s civic arms, but I must say how much I like the arms & flags of Podgorica, Montenegro. Clean, painfully simple, unique, memorable.
