The azure canton with crossed swords looks a bit militant.

The sword is the symbol of St. Paul.  The canton may also be an allusion to the arms of the Diocese of London, which had jurisdiction over Virginia during the colonial period.

(Swords in the arms of the Diocese of London because of the cathedral’s being dedicated to St. Paul.)
